3x-y=12
-y=12-3x
y=-12+3x
y=3x+12

3x-y=12
3x=12+y
x=4+(y/3)

8^(4+(y/3))/2^(3x+12) -> 8^((12+y)/3)/2^(3x+12) would be the final expression.
3x-y=12
so y = 3x-12 = 3(x-4)

since 8 = 2^3, you have
8^x/2^y
= 2^(3x) / 2^(3x-12)
= 2^(3x - (3x-12))
= 2^12
= 4096
