There are exceptions. If the "h" is the dominant sound, or pronounced in a "hard" way, "a" is acceptable. "A hound dog", for example, or "a hurricane" is acceptable, but "an herb" is more acceptable in this instance.
English is a strange language! Just note that the difference between "a noun" and "an object" means nothing at all, except in how easy it is to say it aloud.
