I have to make a word problem with a real life situation that follows a linear equation i have to come up with the independent variables being years.Then i have to create an equation or inequality that could be used for analysis, prediction, or decision making.then, draw the graph to depict the variables in the situation that i came up with.
so my question is:
how do i do this as a word problem if i want to use population growth in a small town and having the population that goes into the target store there in that small town.
this is only my idea but i don't know how to word it.
Is population related to number of people in a target store? As population increases, more Targets stores open to handle it.

In 2006, the registered births in Podunk was 23222. Each year, the number of births inceases by 3500. When will be births be 43000?
so that means that the slope will tell me the increase of each year.
and the inequality would be
23222x + 3500(y-4300)<= 2006
