i have to choose two amendments from the Bill of Rights. then make the case for passage of them.
i chose.8th Amendment-protects against cruel and unusual punishment and excessive bail
1st Amendment- guarantees freedom of religion, speech, press, assembly, and petition.
but i don't have a CLUE what that second part of the question means. can someone pleae give me an example using one of my choices..:)

Make the case for passage means to give reasons why those two amendments should be included in the Bill of Rights.

By the 2nd part, do you mean "make the case for passage of them?" After you select your 2 amendments, imagine that they have only been proposed and not passed. Now, what are the next steps you take?
