I am writing a paper about the affect of political and technical aspects of planning and evaluation on a senior center. Can anyone help with links to what the political aspects are? I found some for the technical aspects and they relate to evaluations mostly.

Political aspects include who is going to fund this center and its location. Politicians hate spending tax money -- especially on only one group of people. Even if the public is asked to float a bond issue, chances are it will be turned down (as happened in my community).
