i am in a confused state right now and don't know how to do this. please help. how i would i convert, lets say 1 minute and 24 seconds, or 1:24 to a scale on a graph, or how would I convert 1.24/60 to ?/100?

I know how you feel, being in a confused state. I'm almost always like that in algebra class. Don't trust me on this answer... I'm not positive if this is what you mean.
Do you know about cross multiplication? If you don't, you do now.

Set up an equation like this:
1.24 x
---- (over) = -----
60 100

If you are trying to find what percent 1.24 is of 60, then this will help you. If you aren't, then I'm sorry.
Then, if you are using my way, multiply 1.24 by 100, then divide it by 60, and you get your answer.

These boards don't handle spacing very well (actually everything past the first space is ignored). We usually show dividing like this.
36 divided by 3 = 36/3 = 12
(2x)/4 = (1/2)x = x/2.

Now for your problem.
You don't say why you want to convert but I suspect you typed in the wrong question. If you are talking about 1 minutes 24 seconds (1:24), then converting 1.24 to ??/60 won't do it.
I would convert 1 minute 24 seconds to seconds. That is 60 seconds for the minutes + 24 seconds = 84 seconds, then graph from zero to 84 seconds on a linear scale. If you really are talking about converting 1.24/60 to ??/100, that is done ?? = (1.24*60)/100
