You ask for the past tense and the first one is fine. BUT "is driving" and/or "is reading" is NOT the past tense but either the Present Indicative or the Present Progressive tense!

1. El perro tomó (llevó) las cartas al buzón.

2. El perro conduce/maneja (está conduciendo/manejando al buzón.

3. El perro lee/está leyendo la carta.
