First of all, note that it says "It WAS" because you translated "It IS..." In French, if you don't put the required accent mark where it is belonging, it will be wrong. If you don't know how to do that with a computer, I need to know the following information:
1) Do you have a PC or MAC (it's much earlier with a MAC)
2) Do you have Windows or not?
Then, if you ask for the "chart" with the accent marks, I'll send you the correct one.

This is what you need for the English you provided: C'était le voisin. Il a demandé qu'Armelle basse (Subjunctive) le volume. OR, if you haven't yet studied the Subjunctive, or you'd like to avoid it = Il a demandé à Armelle (check the spelling; is this male or female?) de baisser le volune.
