how do you change decimals into fractions?

To change a decimal into a fraction, you have to use the actual decimal place.(tenths, hundredths, thousandths etc.)
For example,
0.75
The 5 is in the hundredths place, so you put 75 OVER 100. Then reduce(unless instructed not to)

It helps to read the decimal in words.
0.7 = seven tenths = 7/10
0.70 = seventy hundredths = 70/100
0.7 = seven tenths = 7/10
0.70 = seventy hundredths = 70/100
