I assume you mean you want to solve

8y^2 + 30y + 13 = 0

You know that if it factors, it will have factors of the form

(8y+?)(y+)
or
(4y+?)(2y+?)
where ? is either 1 or 13. You also need the inside and outside products to add to 30y.

(4y+13)(2y+1) does the trick.
So, y = -13/4 or -1/2
