Provide an algebraic solution to determine the time(s) of day, the water reaches the depth of 10.29 m( give your answer in hours and minutes)

7.8sin (pi/6(t-3)) = 10.29
sin (pi/6(t-3)) = 1.319 <--- ??

I suspect that you have left out a term in the definition of h(t). Fix it and then proceed with the solution.

Sorry it's h(t)=7.8+3.5sin((pi/6(t-3))
