The comma after "first" is not needed. Otherwise it's correct. This is a compound sentence. It is not correctly capitalized, though!
And, yes, it could be two sentences instead of a compound sentence. Do read the link Writeteacher posted for you.
The word "then" is not a coordinating conjunction. Therefore, this cannot be a compound sentence.

"then" is a subordinate conjunction, as are "before", "if", "because", etc.
One could write this sentence several ways:
I must go shopping before I have to decide what to fix for dinner.
I must go shopping; I have to decide what to fix for dinner.
I must go shopping. Then I must decide what to fix for dinner.
I think it's okay as it stands, too.
I must go shopping before I have to decide what to fix for dinner.
I must go shopping; I have to decide what to fix for dinner.
I must go shopping. Then I must decide what to fix for dinner.
