Can someone please help me with PEMDAS?

4² + [15 ÷ 9 - 3(2)]

if you do parentheses first then 15 ÷ 9 doesn't make sense. So I did,

16 + 15 ÷ 3 = 21

no, you have to do the division first, even though the devision is not exact.

4² + [15 ÷ 9 - 3(2)]
= 16 + [ 5/3 - 6]
= 16 + [-13/3]
= 35/3 or 11 2/3
