OK, now all of these are statements against capital punishment, so I am assuming answer D is "for capital punishment"? I am really confused on this one.

I'd go with D.

Proponents of capital punishment in the US definitely believe A and B. And capital punishment seems to be widely accepted internationally, since "internationally" means considering people's attitudes and beliefs in ALL countries in the world.
A proponent is a person who argues in favor of something. Therefore, proponents of capital punishment are for it. The question asks which one of the statements is true.

A can't be true because pickpockets used to steel money from people's pockets while the crowd watched thieves be hung in medieval times.

B is not true.

D is obviously false.

This means that none of those choices is right.

What does your book say. It may have statistics to show that A is true after all.
I think Ms. Sue and I read the question differently. You'll have to decide how to interpret the question.

Ms. Sue is right in her points of what is true about capital punishment.

My response is about what proponents of capital punishment believe. Whether those points are true or not, proponents still believe they're true!
