velocity in small pipe is four times velocity in big pipe
p + 1/2 rho v^2 is constant and rho is constant
8*10^4 + .5 rho v^2 = 6*10^4 + .5 rho (16)v^2
density of water = rho is about 10^3 kg/m^3
so
8*10^4 + .5*10^3 v^2 = 6^10^4 +8*10^3 v^2
7.5 *10^3 v^2 = 2*10^4
v^2 = (20/7.5)
solve for v in meters/s in large pipe
then volume flow rate = pi r^2 v
note use meters for radius 0.10
