That is the fundamental theme. I don't like either of those choices, frankly. Lincoln seems to me to be saying the volence was necessary in order to preserve the union, and the hope of that union. Rexamine the other choices. if they are awful, then I would go with B as a LAST RESORT, as lincoln is hoping the impact of the war is to keep alive the hope for the union and its future.
