assuming you mean surface of the tank, then that would be the same as the surface area of a 3m-high cylinder of water.
So, just use your formula for the lateral surface area of a cylinder.

so the water will not wet one of the base area of the cylinder since you said lateral area and the formula is 2*pie*r*h
