Try x = 0 and y = 0 and solve for the other variable. Since the radius of the circle is 4, you will need to stay within 4 of x = 2 and y = -3, or you won't get a real answer.
If y = 0,
(x-2)^2 + (3)^2 =16
(x-2)^2 = 7
x-2 = + or - sqrt7
x = 2 + or - sqrt7
If y = 0,
(x-2)^2 + (3)^2 =16
(x-2)^2 = 7
x-2 = + or - sqrt7
