23.31 / 8 = 2.91375
Since 3 is less than 5, the cost per pound is $2.91

I need somebody to help me with this question 4 over 5 divide 8 over 3 subtract 1 over 5, is it 1 over 15 or 8 over 35, 1 over 10 or 12 over 37, I'm having a hard time understanding it.

Why don't you just type it using the language of arithmetic?
did you mean:
(4/5) รท (8/3) -1/5 ?
then
= (4/5)(3/8) - 1/5
= 3/10 - 2/10
= 1/10
remember , when dividing one fraction by another
write down the first fraction, TIMES the reciprocal of the second. That is what I did above.
Of course follow the order of operation, multiplication and division comes before addition or subtraction.

Divide the numerator by the denominator.
15/17 = 0.882
The tenths place is the number just to the right of the decimal. If the next number is 5 or more, round the number in the tenths place up to the next number,

22/5 = 6*22 / 30
26/6 = 26*5 / 30
thus we have
(6*22 + 26*5 )/30
so we have 262/30
= 8 22/30 = 8 11/15
