I am required to make a yo-yo that will unwind at a slowest rate possible, without using friction as a factor.
Will it help if I make it hollow, so it would have more rotational inertia?
Any other ideas? Please help!!

the smallest diameter spindle possible and the largest rotational inertia to weight ratio (i.e. a hollow center).
