y + 5 = -2/3 x -10/3

y = -2/3 x -10/3-5

easiest way:
since the slope is -2/3, the equation must look like this:
2x + 3y = C
plug in the point (-5,-5)
-10 - 15 = c = -25

2x + 3y = -25

re-arrange if needed.
