if it's an integer, it's obviously rational: 3,-10

if it's a terminating decimal, it's obviously rational 12.3978

If it's a repeating decimal, it's rational:
12.278963 = 12.27 + 8963/1000000

Otherwise it's irrational:
√2 = 1.41421356...
