Assuming you copied the problem correctly, your answer is correct.
4/8y-21=3
4/8y = 3 + 21
4/8y = 24
y = 24 / (4/8)
y = 24 * (8/4)
y = 192/4 = 48
Proof:
1/2 (48) - 21 = 3
24 - 21 = 3
4/8y-21=3
4/8y = 3 + 21
4/8y = 24
y = 24 / (4/8)
y = 24 * (8/4)
y = 192/4 = 48
Proof:
1/2 (48) - 21 = 3
24 - 21 = 3

If you mean
(4/8)y - 21 = 3
then y=48 as you got.
If the question were
(4/8)y-21=0
then y=42
(4/8)y - 21 = 3
then y=48 as you got.
If the question were
(4/8)y-21=0
then y=42
