F(x) = -2x^2 + 6x.

F(1) = -2*1^2 + 6*1 = -2 + 6 = 4.
F(3) = -2*3^2 + 6*3 = -18 + 18 = 0.

F(3)-F(1) = 0 - 4 = -4 = Average rate of change.
