Although it's not complete, probably the best answer is B.

It's my understanding that the Berlin Wall was built to keep East Germans from moving out of their Soviet-dominated country.

For any of you looking up the answer, listen to Quizlet. Originally, I thought it was B, but Khrushchev called Kennedy "intolerable" for not respecting a divided Germany. The answer is D.
