However, on the off chance that you really do need a little help, and are just shy :-)
Here it's probably best to simplfy inside the parens first:
16xy^2/-24x^3y = -2y/3x^2
Now raise that to the -3 power:
(-2y/3x^2)^-3
= (-3x^2/2y)^3
= ((-3)^3 (x^2)^3 / (2^3) (y^3)
= -27x^6 / 8y^3
