The top line is 11 long while the base of the right triangle is x and the angle where 11 and x connect is 22 percent.

Still makes no sense. Angles are in degrees, not percent.
Why not just say we have triangle ABC where a=11, B=22°, etc.
Just tell us the given data, in terms of sides and angles.

What you should do in this case is to use the following trinonometric relationship:
cosx = C.A / h
Where
C.O: Adjacent leg.
h: hypotenuse.
Substituting:
cos (22) = (x) / (11)
Clearing x:
x = 11 * cos (22)
x = 10.2
