original length = 6x

2(x+4) + 2(6x+4) = 70
2x+8 + 12x + 8 = 70
14x = 54
x = 54/14 or 27/7 cm or appr3.857
6x = 23.143

width was 3.857 , length was 23.143

check:
new width = 7.857
new length = 27.143
2(7.857) + 2(27.143) = 70
