I am confused with this question that I
have on a homework assignment.

I am leaning toward brainstorming
and outlining. This is where I'm
confused! PLEASE HELP!!
Outlining is the best answer there. There you organize exactly what you want to say in the order in which you want to say it.
A rough draft is just that... just ideas jotted down.
