f(3) is the value when 3 is substituted for x. It is not a multiplication.
f(x) = x^2+3
f(3) = 3^2 + 3 = 9+3 = 12
g(x) = 3x-1
g(3) = 3*3-1 = 9-1 = 8
(f+g)(x) = f(3)+g(3) = 12+8 = 20
f(x) = x^2+3
f(3) = 3^2 + 3 = 9+3 = 12

or, you can do the addition first
(f+g)(x) = f(x)+g(x) = x^2+3 + 3x-1 = x^2 + 3x + 2
(f+g)(3) = 3^2 + 3*3 + 2 = 9 + 9 + 2 = 20
