    Show the child a ruler.  Point out the 12 inches.  You might print this ruler.

Count 3 inches and make a mark. Then count another 3 inches and make another mark. Count another 3 inches and maker another mark.
At this point the child should see that 12 inches has four groups of 3 inches each. Three of those groups equals 9 inches.
