How would I write the function which defines a parabola with a vertex of (2,-3) and axis x=2 ?

You probably meant to say ,
the axis of symmetry is x = 2

you don't have enough information, another point on the parabola would have done it

so far all we know is
y = a(x-2)^2 - 3
