slope of y = 3 x - 5 is 3
so slope of perpendicular is -1/3
so equation we want is of form
y = -x/3 + b
plug in the point
7 = 3/3 + b
b = 6
so
y = -x/3 + 6
3 y + x = 18
x + 3 y = 18
