1 3 / 7 = 7 / 7 + 3 / 7 = 10 / 7
9 / ( 10 / 7 ) = 9 * 7 / 10 = 63 /10 = 6.3
6 whole costumes could be made
9 / ( 10 / 7 ) = 9 * 7 / 10 = 63 /10 = 6.3
6 whole costumes could be made

Are these square yards of fabric? If not, you need the width of the fabric to come to an answer. If so, it needs to be indicated in your question.
