I will assume that the given points are the endpoints of a diameter.

so midpoint or the centre is (2,5)

equation:
(x-2)^ + (y-5)^2 = r^2
but (-1,2) lies on it, so
(-3)^2 + (-3)^2 = r^2
r^2 = 18

(x-2)^2 + (y-5)^2 = 18
