                Please explain to me how to get this -- what quadrant tan theta < 0, sin theta < 0 is in.

    tan theta is negative. Which means either
sinT is -, or cosT is neg, but not both.
sinT is - when quadrant III, IV
cosT is - in II, III
so answer is IV where sin is -, cos is not -
