to get the standard form, regroup so you can look for perfect squares:
(x^2 - 8x) + (y^2 - 6y) = 0
Now add what you need to both sides:
(x^2 - 8x + 16) + (y^2 - 6y + 9) = 16 + 9
(x-4)^2 + (y-3)^2 = ^2
I think you can probably extract the answers to (b) from that. no?
