Count ibis is correct. That is what Hubble's "law" is all about.

More recent research has determined that velocity is NOT proportional to distance, however. The expansion rate of the universe is increasing.

if count ibis is correct the answer would be 15400 accroding to another person you would get 15, 022.9 which is correct?
