along the y axis, x = 0
so to find the y axis intercept, set x = 0
0 -9 = 3y
so
y = -3 when x = 0, make a mark at (0,-3)

along the x axis, y = 0
so to find the x axis intercept, set y = 0
3x - 9 = 0
so
x = 3 when y = 0, make a mark at (3,0)

draw a straight line through those two marks of infinite length in both directions.
