    You are essentially correct but there are other strong acids besides those listed; they just aren't very common. Thereore, you could, by mistake, name a less common strong acid as a weak one.  A more accurate statement is that all weak acids and weak bases have an ionization constant, which we usually call Ka or Kb. Those Ka and Kb values are listed in tables. If an acid has no Ka or Kb, it must be strong (assuming, of course, that the table is relatively complete).
