The reason why you multiply the fraction by 100 is because the fraction less than one whole number. 2/3 means two thirds of a pie or a pizza. It's only partial of one pie.
1/1, 2/2, 5/5 is 100%. 3/2 is more than one whole number because 2/2 is equal to one, so it's going to more than 100%. 2/3 is less then one, so the percentage is going to less than 100%
