First off, it's "notation" not "notion".
Do a google on the term, and you'll find lots of examples.
For an inequality like the one above, the answer will not be a single number, but a whole range of numbers.
3(3-8x)+5 < 2(9+6x)
9-24x+5 < 18+12x
14-24x < 18+12x
-4 < 36x
36x > -4
x > -1/9
Now, you have an answer that says any number bigger than -1/9 satisfies the inequality. In set builder notation, that would be
{x:x > -1/9}
That is, the set of numbers x, such that x > -1/9
