NO, it fell 28 degree from 6AM to 17 degree at 11AM.

temp=slope*time +b

slope= 17-28 /5hrs= -11/5

temp= -11/5 * (time-6am)+ b

put in the 6Am temp, and time to solve for b, and you have it.
