What experiment can i use to test the amount of time constants needed to charge or discharge a given capacitor? Please...and is the time to charge and discharge the same? im a bit confused.

if the charge/discharge paths are the same, the time constants are the same. However, it is seldom the charge/discharge paths are the same.
