Indirect Speech is, in effect, "reporting" what someone said. Therefore it usually begins with: "He said, etc."
I said that I hope it doesn't rain. OR
You said that you hope it doesn't rain.
(If you want to leave the subject out, it might even be: "The hope is that it doesn't rain !"
