I'm finding nothing about him -- not through regular Google, not through Google Advanced, not through Google Scholar.

This is the only link I found by means of Google Scholar (http://scholar.google.com) about his work:

I found that the journal article was also on the European University Institute. This means he has to be studying for a doctrate or have achieved a doctrate doesn't it?

Thanks for all your help so far

I would think so, yes. And very often, people don't publish their dissertations -- or at least, don't publish them widely.

Thank-you.
This means that I can write in my reflection the source is still reliable as it can be assumed from the EUI information he is either gaining a doctrate or has already gained one. Doesn't it?

Yes, I believe so.
