o by the way my name is Mike the o is a typo it has to be in slope-intercept form

let the equation be y = -4x + b
to find b, sub in (1,-3)
-3 = -4(1) + b
now solve for b, put that back in my original equation and you are done
to find b, sub in (1,-3)
