I don't actually study russian but for my history assignment I found a primary source, a cartoon. I need the caption translated and I was wondering if one of you could help me, please?

Hey,

I have worked out that it is actually Czech as the author of the cartoon, Lev Haas, was Czech.

As I'm manually translating I am finding that not all words translate so I'm going to try translate the remaining words from russian *hopes this works*
