Ideas are born from education/knowledge, and ideas lay the groundwork for social movements. Limiting an idea by some sort of qualification would be ludicrous. It is impossible to regulate ideas, impossible to judge objectively what is a good idea or what is a bad idea. No one of infinite wisdom could try to regulate the collective ideas of a society.
