The word Potential here is sloppy. All things flow from higher potential energy to lower, unless energy is pumped in. Electrons also flow from lower voltage to higher voltage (Potenitial is sometimes used for this, but remember, in those terms, positive charges are the current carriers, and flow from high to lower potential).
